Is there a way to create a downloadable document (like a PDF) with embedded GIFs or other media for on-screen or mobile viewing?

There is a pdf viewer stock app that comes on all Android phones. However, one must still download the pdf file before it can be seen. I have a Huawei (w/ EMUI 10 & Android 10) Android phone, with Chrome, Firefox & Brave browsers. I also have 3 options for opening a pdf under Default Apps; the stock Google PDF Viewer (Drive), PDF Viewer, and Create Fillable Form . I have tried this on all of them, but no matter the combinations of browsers or pdf apps, when clicking on any whatever.pdf link on any web-page in any browser, the phone automatically (and always) pops open a window that says. Choose where to download! You can either click download, or cancel, and that is it. There is no setting on this phone for pdf options; I've searched settings and "pdf" has zero results. In the Chrome browser settings, there are no options for opening a pdf file, as I have seen posted in a image here on Q. Conclusion. It is not possible to simply view any pdf file on any Android phone, like one can with any of these browsers on any laptop using any OS; I'm Linux Mint on PC & a Win-10 laptop.

As shown to me, a phone has to have an active internet connection, and at least one PDF app open; if not, the Phone will just hang, or have a blank PDF page. I have been able to install the PDF Reader app on my Android phone (which I have on hand) and open the Google Drive download and view it, but it will always say: “This file is still being reviewed…”. However, once closed, it will close itself, showing a blank page. The Google PDF Viewer will open, and once open, it will show the PDF file, but I always have to go back to the PDF Viewer to actually open it in any browser.
